The code cycles through each item, comparing it to every other item, until it finds one that is more common.
Then it starts comparing THAT item to every other item. If it can't find a more common item, it sets the unloader to the current most common item.

The unloader is only enabled if the amount of that item is more than the Minimum threshold.
