Based on Lawrence's Mass Driver Controller.
Should save a bit of power by triggering launchpads only when they are at 90 items or more. Why 90? Launching items take some time, the launchpad sould fill up a bit more from the moment it's triggered till it's actual launch.
Warning: it will not speed up the delay between launches, it's not useful if you're filling a launchpad with more than 5items/sec
